  • On April 26, the Ukrainian magazine “Tizden” published an article of TBF senior economist on Ukrainian FDIs overseas. The article explains rapid increase in investment activity of Ukrainian businesses abroad, which was registered in the last quarter of 2007.   • On April 16, 2008 senior economist of TBF provided Ukrainian newspaper “Kommersant” with his comments on the latest development in Ukraine’s privatization plan. It was emphasized that to ensure effective privatization the Ukrainian authorities should develop a complex privatization plan for several years as it was done in other transition countries. This approach would ensure equal and competitive participation of all market players in the privatization process.   • On March 17, 2008, senior economist of TBF provided Ukrainian newspaper “InvestGazeta” with his comments on the latest development in the international economy.   • On March 13, 2008 Olga Pogarska participated in the Consensus Forecast working group within the Ministry of Economy. The event was chaired by the Deputy Minister of Economy Irina Kruychkova. The list of participants included leading Ukrainian think-tanks working in the field of economic policy and international institutions. The Bleyzer Foundation presented its macroeconomic forecast for 2008 and risks, which will be incorporated in the Consensus Forecast.   • On February 29, 2008, senior economist of TBF provided Ukrainian newspaper “Kommersant” with his comments on the latest development in Ukraine’s international trade. It was pointed out that based on the TBF forecast the level of the current account deficit in 2008 can reach almost 6% of GDP. Since the existing deficit should be covered by FDI inflow there is an urgent need for the Ukrainian government to work more actively on improving country’s investment climate.   • On February 21, 2008 The Ukrainian Journal of Business Law published an article of the TBF’s economist Sergey Kasyanenko “FDI in Ukraine – Gathering Stream or Exhausting Capacity?”. The article points out that ongoing global industrial reconstructing encouraged greater FDI from large multinational companies attempting to improve operational efficiency by real locating production divisions into low-cost locations. Obviously, transitional economies, endowed with cheap and skilled labor, offered appealing outsourcing opportunities. All this means that, despite lingering political uncertainly, Ukraine has been gradually emerging as an attractive destination for foreign investors.   • On February 1, Senior Economist of TBF participated in the discussion of Radio Liberty/Ukrainian Broadcast Service. The subject of the discussion included different issues related to impact of the Ukraine’s accession to WTO on the country’s agricultural sector. The discussion was simultaneously broadcasted.
  • On January 28, TBF experts participated in the round table organized by the EU Delegation to Ukraine. In the round table there were discussed chapters “Economic and Social Reform and Development” and “Trade, Market and Regulatory Reform” of the EU-Ukraine Action Plan. The Delegation of the European Commission in Ukraine has started a structured and regular dialogue with representatives of the Ukrainian think-tanks to hear their views on the progress made in the priority sectors of EU-Ukraine cooperation.
  • On January 21, Senior Economist of The Bleyzer Foundation provided Ukrainian magazine “Novinar” with his vision on the new initiative of the government on repayments of Saving Bank debts to the population and trade off with the level of inflation.   • On September 25, senior economist of TBF participated in a workshop organized by the Ministry of Economy, which was chaired by Minister Kinakh. The agenda included
    - Ukraine’s strategy for increasing country’s competitiveness;
    - Measures to accelerate Ukraine’s integration with EU;
    - Status of projects for hosting in Ukraine World Cup Championship in 2012.
  • On September 18, Chief Economist of SigmaBleyzer Dr. Edilberto Segura moderated panel session on the International conference IMPLEMENTING REGULATORY REFORMS IN UKRAINE: Lessons learned from international and local practice, organized by the IFC, World Bank Institute and Kyiv Mohila Business School. Based on the results of the conference there were developed a specific public policy recommendation, which were presented to the Ukrainian government.
  • On September 13, TBF’s experts participate in the joint round table on Property, Land Evaluation, and Indemnity Insurance of the Investment Climate, Legal and Real Estate Committees of the European Business Association. Based on the discussion there were developed specific public policy measures, which will be recommended to the Ukrainian government.
  • On September 4, TBF senior economist comments on OECD study on Ukrainian economy to Ukrainian newspaper "Kommersant"
  • On August 14, TBF participated in the working meeting of the Ministry of Economy with representatives of other executive branches of Ukraine, which included State Committee on Regulatory Policy and Entrepreneurship, Ministry of Local Development and Construction, Ministry of Finance. The agenda of the meeting included issues of entrepreneurship development and formulating an effective regulatory policy. The meeting was chaired by Minister Kinakh.
  • On August 2, TBF participated in the meeting of the Advisory Counsel of the Ministry of Economy of Ukraine. The discussed issues were (i) Social and Economic Development Program of Ukraine for 2008 and (ii) reforming public procurement system in the country. TBF provided other members of the Counsel with its vision on the discussed subjects.
  • On June 6, TBF chaired the EBA Investment Climate Committee meeting. The topic of the meeting was "Current Status of Ukraine with WTO and FTA with EU". The guest speaker was the Head of the Trade and Economic Section of the EU Delegation in Ukraine Mr. Luis-Manuel Portero-Sanchez.
  • On May 28, TBF’s Senior Economist Oleg Ustenko provided “InvestGazette” with the comments on dynamics concerning investment activity on Ukrainian market.
  • On May 16, TBF chaired a Round Table at the EBA Investment Climate Committee “Strengthening the Role of Private Investments in Reform of the Ukrainian Real Estate Sector and Communal Services”. The list of key speakers included representatives of the Ministry of Economy, Ministry of Finance, MinBud of Ukraine, and the World Bank. The discussion was concerned the flowing issues:
    1. Inefficiency threats in the Ukrainian real estate and communal services;
    2. Ownership, competition and pricing procedures in the sector;
    3. Potential sources to finance development of commercial and residential real estate and improving the quality of housing and communal services;
    4. How to encourage private sector to participate in the reforming process of the sector.
    The conclusions of the discussion will be reflected in the set of public policy recommendations developed by the EBA
  • On March 15th, TBF participated in the World Bank’s workshop on competitiveness and the knowledge economy. Experts’ and government’s views on the policies to strengthen the competitiveness of the Ukrainian economy were discussed.
  • On April 3d, 2007 The Bleyzer Foundation participated in the International Energy Investment Forum. The forum was organized by the Ministry of Fuel and Energy of Ukraine with a support of European Business Association.
  • On April 3d, 2007 The Bleyzer Foundation made a presentation on current economic situation in the meeting of the US-Ukraine Business Council. The meeting hosted Minister of Economy of Ukraine Mr. Anatoliy Kinakh.
  • On April 4th, The Bleyzer Foundation chaired a round table at the European Business Association "Forming an efficient privatization strategy". The list of key speakers included representatives of the State Property Fund and members of the Ukrainian Parliament.
  • On April 4th, TBF took part in the working group of the European Business Association focused on countering the unlawful takeovers of Ukrainian enterprises. EBA working group prepares proposals to the Interdepartmental Commission regarding the government policies in this field.
  • On March 23-24, The Bleyzer Foundation participated in the international conference “Winds of Change: The Impact of Globalization on Europe and Asia” organized by CASE. The conference discussed the impact of globalization on the Eurasian continent and the various development models represented by the "old" and "new" EU members states (including the EU candidates), CIS countries, and the countries of South East and South Asia and the Middle East.
  • On March 13, TBF chaired the EBA Investment Climate Committee round table “Is Tax Policy a Barrier to Invest in Ukraine?” The list of participants included representatives of the Ministry of Finance of Ukraine and business community operating in the country.

  • On February 14, 2007 TBF chaired a round table “Financial Sector Development: Current State, Future Prospects. How to Accelerate the Development?” organized by the EBA Investment Climate Committee. The list of key speakers included representatives from the National Bank of Ukraine and from the Ministry of Finance of Ukraine. The results of the discussion are reflected in the position paper, which is available from the EBA office.
  • On February 8, 2007 TBF participated in the Second Investment Forum “Ukraine-Russia: 2007” organized by the Ukrainian Ministry of Economy. TBF experts actively participated in the discussion on the current state of the investment climate in Ukraine and ways for its improvement.
  • On 24 January, 2007 The Bleyzer Foundation chaired the round table “Ukraine ’s potential in competing for international capital. 2006-results and prospects for 2007”, which was organized by the European Business Association. The list of participants included representatives of the World Bank, IFC, EBRD, National Bank of Ukraine, Investment and Innovation Agency of Ukraine, Ukrainian Foreign Investment Promotion Agency, European companies operating in Ukraine.   • On 19 December TBF experts participated in the Round table “Prospects and Risks of Social and Economic Development of Ukraine in 2007”, which was organized by the Razumkov Centre with the support of the Friedrich Ebert Foundation Office in Ukraine. TBF publication prepared for this event on “Risks in Ukrainian Economy in 2007” is included into the summary document of the round table.
  • On 14 December, 2006, Senior Economist of TBF Oleg Ustenko made a presentation on a conference «Investment opportunities in ukrainian health care sector» organized by the Ukrainian Ministry of Economy, Ministry of Health, and the European Business Association. The topic of presentation was Investment Climate in Ukraine.
  • On 13 December, 2006, The Bleyzer Foundation chaired the joint round table of the European Business Association Investment Climate and Fuel & Energy Committees. The topic of the round table was “2007 Gas Price Increase and Energy Efficiency”. The list of guest speakers included representatives of the IMF; EBRD; Bureau of Economic and Social Technologies (BEST); ICPS.

  • In August the new issue of the Ukrainian Journal of Business Law published comments of TBF’s economists regarding the current economic situation in Ukraine and their forecast for the future developments.
  • On July 24, TBF participated in press conference organized by the European Business Association. A report on the barriers to investment in Ukraine with a chapter on the investment climate developments in Ukraine prepared by TBF was presented.
  • On July 19, TBF economist Sergey Kasyanenko gave an interview to Radio Free Europe/Radio Liberty Ukraine on the current economic developments in Ukraine.
  • On June 30, TBF participated in a round table “Investments to Ukraine: Current State, Problems and Possible Solutions” organized by the Razumkov’s Center and Friedrich Naumann Foundation. The list of participants included government officials, members of the Parliament, representatives of think-tanks and NGOs. During the round table Oleg Ustenko made a presentation on” Investment Climate in Ukraine: Measures for Improvements”.
  • On June 19, TBF chaired the EBA Investment Climate Committee’s meeting. The meeting’s guest speaker was Mr. Viktor Ivchenko, Head of the State Agency of Ukraine on Investments and Innovations. The discussed issues included current conditions of Ukraine’s investment climate and the role of the State Agency for Investments and Innovations in its improvement.
  • On June 22, TBF participated in the quarterly forecast seminar organized by the Ministry of Economy of Ukraine. During the seminar a consensus forecast on macroeconomic parameters in Ukraine till the end of 2006 and for 2007 was updated. The participants of the event included representatives of the National Bank of Ukraine, Ministry of Economy, Ministry of Finance, and think-tanks operating in the country.
  • On July 6, TBF participated in a round table organized by the Ukrainian think-tank ICPS on of signing a Ukraine-EU Free Trade Agreement: Consequences for Country’s Investment Climate. The participants of this event included representatives of the leading Ukrainian NGOs and government officials. During the discussion it was presented the TBF vision of the problem and highlighted positive results of a deeper integration with EU.
  • On July 3, TBF chaired the round table organized by the EBA Investment Climate Committee on macroeconomic situation in Ukraine with an IMF senior resident representative Mr. Jeffrey Franks. The discussion also touched issues related to FDI in Ukraine.
  • On June 5 2006, TBF chaired the meeting of the Investment Climate Committee of the European Business Association. The Committee hosted a guest speaker Chairman of the Ukrainian Centre for Foreign Investment under the Ministry of Economy of Ukraine Mr. Igor Zaglada. Among the discussed issues were those related to improvements in the effectiveness of the agency’s activity.
  • On June 1-2, 2006, TBF participated in the IIIrd International Forum on Investments and Innovation, which was organized by the Odessa’s oblast and city administrations with support of the Presidential Secretariat, Ministry of Economy of Ukraine and European Business Association. TBF made a presentation on Ukraine’s Economic Situation and Investment Climate.
  • On May 24, 2006 TBF participated in the discussion of the action plan for the new government of Ukraine for 2006-2007, which was organized by the UNDP office in Ukraine.
  • On May 18, 2006, TBF met with the Ministry of Economy of Ukraine. During this meeting TBF’s experts presented to the Ministry analysis of the investment climate in the country and developed action plan for its improvement.
    TBF participated in drafting of the European Business Association report Barriers to Investment in Ukraine, where it developed an investment climate section.
  • TBF prepared a publication on Investment Climate in Ukraine for the Ukrainian Journal of the National Security and Defense Council.
  • TBF published an article on Problems of the Ukraine/EU Market in The Ukrainian Journal of Business Law.
    The TBF/SigmaBleyzer’s published its annual publication Ukraine Odyssey: Economy 2006 and Investment Climate, which constitutes from two parts. Subsequent sections of Part One present the results of Ukraine's economic development in 2005 and discuss the future prospects for 2006. Further sections in Part Two discuss the investment climate and propose specific policy recommendations to improve it.
  • On May 3-5, 2006, TBF participated in international conference Local Economic Development: Current State and Perspectives for the Future, which was organized by the Crimean office of UNDP and Crimean Ministry of Economy in Simferopol. The presentation of TBF was based on the most recent developments in the country’s economic situation and its effect on a local business development.
  • On April 12, TBF participated as an expert in the meeting of the subgroup on Special Regimes for Encouraging Investment Activities of the FIAC Market Reform working group. The discussion included the following draft laws: 1. Law on Certain Aspects of Functioning of Special (Free) Economic Zones, Territories of Priority Development and Amending Certain Taxation Acts of Ukraine; 2. On Amending Certain Legislative Acts of Ukraine as to Special Customs Zones; 3. On Certain Aspects of Conducting Investment Activity on the Customs Territory of Ukraine and Amending Certain Taxation Acts of Ukraine.
  • On April 10th, TBF chaired a round table organized by the European Business Association Investment Climate Committee. The agenda of the meeting included the discussion of issues related to the government’s current economic policy and its main directions after the new government is formed. The guest speaker of the round table was Mr. Vadim Pishcheyko, Head of Economic Strategy Department of the Ministry of Economy of Ukraine.
  • On April 5, TBF participated in the international conference Attracting Foreign Investments for Business Development in IT sector, which took place in Kiev. The agenda of the conference included analysis of the economic situation in Ukraine, strategy to attract foreign investments into certain sector and regions, developing financial instruments for attracting investments, IPOs on Ukrainian capital market. Oleg Ustenko made a presentation on Investment Climate in Ukraine: Ways for Improvements.
  • On February 17, the Journal of Business Law published findings of the TBF gas price study.
  • On February 13, TBF Participated in the experts discussion organized by the Ministry of Economy on issues related to Free Economic Zones in Ukraine
  • On February 6, the EBA Investment Climate Committee chaired by the SigmaBleyzer and The Bleyzer Foundation hosted a guest speaker Mr. Igor Kramarenko, Chief Consultant of the Parliamentary Committee on Economic Policy, Management of National Economy, Property and Investments. Among the discussed questions were efforts undertaken and legislations needed to be passed by the Parliament to improve the country’s investment climate.

  • February 3. The Bleyzer Foundation economists gave comments to journal Contracty regarding the importance of attraction of foreign investments to Ukraine.
  • On January 30, as a member of the Consortium of Non-Governmental Organizations, the Bleyzer Foundation participated in public hearings entitled “The New Government One Year Later: A View by Non-Governmental Research Centers”. The Consortium united leading local think tanks (the Razumkov Centre, the Institute for Economic Research and Policy Consulting, the Bleyzer Foundation, and the Centre for Political and Legal Reform) to provide an independent assessment of President Yushchenko’s and the Cabinet’s activity over the last year. Experts’ assessments and policy recommendations, supported by data from public opinion polls, were published in a special issue of the Razumkov Center’s magazine “National Security & Defense”, No.12, 2005 (available on-line soon).

  • On January 25, TBF participated in the investment committee working group under the Ministry of Economy in the capacity of an expert organization. The meeting agenda included issues related to Special Economic Zones (SEZ) and priority development territories. Recommendations for the Cabinet of Ministers were developed based on the outcome of the discussion.

  • On January 16, the Bleyzer Foundation in cooperation with the European Business Association organized a round table on the Investment Climate in Ukraine. The Bleyzer Foundation was represented by Dr. Edilberto Segura (round table chair) and Oleg Ustenko.
    The meeting had two guest speakers:
    - Mr. Volodymyr Lanovyi - economic advisor to the President
    - Mr. Rostyslav Pavlenko - head of the main analytical department at the Presidential Secretariat.
    The agenda included a discussion about the following:
    1. The current state of the investment climate in Ukraine.
    2. Urgent measures that the government is implementing to improve the business environment in the country.

  • On November 25-29, economists of The Bleyzer Foundation participated in the US-Ukraine policy dialog program in the economics and investment section. Based on this activity there were produced public policy recommendations for both Ukrainian and the US side.   • In October, economists of The Bleyzer Foundation participated in the activity of the investment working group at the Ministry of Economy of Ukraine chaired by the Deputy Minister of Economy.
  • On October 21, TBF took part in the Quarterly Forecasting Seminar organized by the Ministry of Economy under support of the UNDP Millennium Developments Goal Project (MDGP). The seminar was devoted to discussions and exchange of ideas among government officials and experts on current macroeconomic development and short-term forecasts. All forecasts presented by seminar participants were used in the Consensus-forecast, an official publication of the Ministry of Economy.
  • In October, The Bleyzer Foundation participated in the working meetings and discussions of the main analytical department of the Presidential Secretariat regarding the investment climate in the country.
  • On September 29, TBF participated in the round table on Fiscal Policy in Ukraine organized by the Institute for Economic Research and Policy Consulting. The round table aimed at expert’s evaluation of the draft budget for 2006 (version submitted to Parliament on September 15, 2005). Experts presented their views on main features, benefits and, more extensively, risks associated with the draft budget.
  • In September, TBF participated in the European Business Association (EBA) round table on justice reform in Ukraine. Former Minister of Justice of Ukraine, Mr. Roman Zvarych took part in the discussion.
  • In September, TBF was involved in the AmCham activity, including working group meetings of the committees related to the investment climate of the country.
  • On July 28-29, TBF participated in the conference organized by the Ukrainian Institute for Reforms. Oleg Ustenko made a presentation on Comparative Analysis of Investment Climate in Ukraine and Other Counties of the South East Europe: Ways of Improvement.
  • On June 13, TBF participated in the international conference “Development Challenges in Ukraine and in Eastern Europe: Which Role for Multilateral and Bilateral Agencies and for the Private Sector?” The conference was organized by the World Bank in cooperation with the Kyiv Mohyla Business School. Oleg Ustenko's presentation Components of the Business Climate in Ukraine as Determinants to Investors' Behaviour was based on the latest findings of The Bleyzer Foundation.
  • The Bleyzer Foundation participated in the round table on "Future Prospects for Entrepreneurial Development in Ukraine" organized by the USAID office in Kiev. The round table took place in Kiev on May 19.
  • The Bleyzer Foundation participated in the international conference "Regional Human Development in the CIS Region" organized by the Russian Institute for the Economy in Transition and UNDP/CIS office. The conference took place in Moscow on May 20-21. The TBF presentation was made in the section "Economic Growth" and was related to comparative analysis of the FDI inflow in the CIS region.
  • Participation in the seminar "Local Economic Development: New Approach", which was organized by Tavria University and the Crimean UNDP office on May 4-5 in Simferopol. TBF presented its findings from the current research on Improving the Efficiency and Management over State Enterprises.
